California EDD Electronic File and Pay Requirement

Beginning January 1, 2018, per California state law, all employers (even those with less than 10 employees) will have to electronically file with the State of CA Employment Development Department.

"Employers with 10 or more employees are now required to electronically submit employment tax returns, wage reports, and payroll tax deposits to the Employment Development Department. Beginning January 1, 2018, all remaining employers will be subject to this mandate."

While payroll services handle electronic filings, it’s still extremely useful to register with EDD services should a tax reconciliation issue arise. For more information, go to the California EDD website
